I have the honor to thank you for your Letter No. 328 of this day's date granting me access, for the purpose of reference, to various Documents under the charge of the Harbor Master's Department of this Colony (as requested in my Letter of yesterday).
I much regret to say that, in consequence of your sanction having been withheld until too late a period, I fear that, from the proximity of the departure of the Steamer, time will not admit of my preparing that statement which I have been naturally anxious to draw up for the purpose of humbly submitting the same to the generous consideration of His Grace.
